“Look into the future: modernization of the republic consciousness”
In his article "Bolashakka Bagdar: Rouhani air", published in the newspaper "Egemen Kazakhstan", President Nursultan Nazarbayev recalled that earlier in the year announced the beginning of the third modernization of the country.

"At the present time, when the whole world is concerned about the issues of identity, we must preserve its national code. It is necessary to expand the boundaries of national identity, while retaining the main thing in the national mentality", – says the President.
Then, speaking of competitiveness, the Head of state stressed that today you can succeed only by enhancing the competitiveness of not only industrial products but also of intellectual resources. In this regard, have been developed such programs as "Digital Kazakhstan", "Trilingual education", "Cultural and religious harmony", whose purpose – to prepare the people of Kazakhstan to the requirements and challenges of the XXI century. Developing the theme of education, Nursultan Nazarbayev noted the "Bolashak" program, the opening of a number of universities, stressing that today the emphasis is on quality education and its accessibility.
In the following part of the article says about the priority of evolutional development of the country. Making an excursion into history, he recalled that the world in the last century was rocked by several revolutions. So, this year marks the 100th anniversary of the October revolution of 1917. Speaking about the revolutionary upheavals of the twentieth century, the President noted that they have not gone unnoticed. Therefore, Kazakhstan, in his words, should follow the path of revolutionary and evolutionary development. However, he said that the era of revolutions is not over, but has radically changed the form and content. The head of state believes that history has led to one truth that only the evolutionary path of development can become the Foundation of national development. Great attention was paid to the issue of transition of the Kazakh alphabet to the Latin alphabet. "The public consciousness requires not only the formation of the basic principles of modernization, however, and specific projects necessary for the appropriate confrontation to the challenges of modernity. In this regard, I offer several of the projects, which must be seriously addressed in the coming years. First, you need to start working on the translation of the Kazakh language to the Latin alphabet. We knew that this question was the need for some consistency, carefully treated and carefully prepared with Independence," – said the head of State in his article.
He recalled that the roots of the Kazakh language are drawn from the depths of the VI–VII centuries (the early middle Ages). At this time in Eurasia appeared and began to be used the runic alphabet of the ancient Turks, known as Orkhon-Yenisey script. In the history of mankind is the most ancient letter. In V–XV centuries, the Turkish language was lingua Franca in most of the Eurasian continent, the President said, and gave an example: all official documents of the Golden Horde and international correspondence was mostly written in medieval Turkic language. With the acceptance of Islam runic alphabet was gradually superseded, its place was occupied spreading the Arabic language and the Arabic alphabet that was used for 900 years (from the tenth to the twentieth century) on the territory of Kazakhstan.
"August 7, 1929, the Central Executive Committee of the CEB and the Presidium of the Council of people's Commissars of the CEB adopted a resolution on the introduction of a new Latinized alphabet – "Uniform Turkic alphabet". The Latin alphabet was used from 1929 to 1940. Was then replaced by the Cyrillic alphabet. 13 Nov 1940 a law was passed "On the transfer of the Kazakh alphabet from the Latinized new alphabet based on Russian script". Thus, the history of the Kazakh alphabet was mainly motivated by specific political reasons," – said Nazarbayev.
In the Strategy "Kazakhstan-2050" the Head of state has talked about the transition to the Latin alphabet in 2025. Prior to this period it is necessary to translate paperwork, periodicals, textbooks in Latin script.
"There is not much time, so now we need to get to work. We initiate the preparatory phase of this large-scale work now. The government should develop a specific timetable for transition of Kazakh language to the Latin alphabet. Until the end of 2017 with the help of scientists, in consultation with representatives of the public, we should adopt a single standard form of the Kazakh alphabet in the new chart. In 2018 we need to start preparing professionals who will teach the new alphabet and textbooks for schools. In the next two years should be carried out organizational and methodical work. Of course, to the complete mastery of the new graphics will be used, and the Cyrillic", – he explained.
In General, the transition to the Latin alphabet, the President believes, has a profound logic: "It is connected with the peculiarities of the modern technological environment, communications, and scientific and educational processes of the XXI century. In schools, children and so learning the English language and the Latin alphabet. So for the younger generation not expected any difficulties and obstacles."
In conclusion, the President noted that the state and the nation are not some kind of molded form, but a living organism that needs constant development. For this you need to listen to the demands of the time and respond to changes in the world.
